LPA NEW PRESIDENT
In-line with the decree 7968, stipulating that the Chairman of the Lebanese Petroleum Administration (LPA) is appointed on a rotational basis among its board members, Mr. Wissam Chbat, Head of Geology and Geophysics Department, took office as Chairman of the Board effective 4 December 2016 for a period of one year.

































First Licensing Round Update

On the 4th of January 2017, the Lebanese Council of Ministers approved two decrees that are crucial to the completion of the first licensing round for Lebanon.The first decree divides the Lebanese Exclusive Economic Zone into ten blocks and delimits their coordinates. The second decree presents the Tender Protocol (TP) that defines the conditions for participating in the bid round and the criteria used in the bids evaluation, and the model Exploration and Production Agreement (EPA) that will be signed between the State and the winning consortium.

The two decrees are published in the Lebanese Gazette issue No.4 dated Saturday January 21, 2017.

On 26th of January 2017, the Minister of Energy and Water announced the following:

1. Based on a study completed by the Lebanese Petroleum Administration, the blocks that are open for bidding during the first licensing round are: blocks 1, 4, 8, 9 and 10.

2. The road map highlights the required timeline and key milestones necessary for the completion of the first licensing round. Prequalified companies are invited to submit their bids on the open blocks on 15 September 2017. The evaluation of the bids and the signature of the EPAs will follow on 15 November 2017.

3. New prequalification round: International Oil and Gas companies are invited to participate in the prequalification round whether as potential operators or non-operators as per decree 9882/2013. Companies that have been already prequalified do not need to participate in the new prequalification round as they are eligible to participate in the bid round as long as they still meet the prequalification criteria.
