USJ YOUTH PARLIAMENT
Within the framework of its Youth Parliament activity, Saint Joseph University (USJ) organized a conference in which Mr. Walid Nasr – Head of the Strategic Planning Department, took part.
The Youth Parliament is a university activity dedicated to students from public and private schools across Lebanon. The purpose of the Youth Parliament is to simulate the legislative work done at the Lebanese Parliament and to initiate young people to participation in public life.
In this context, Mr. Nasr delivered a presentation overviewing the nascent petroleum sector in Lebanon with an emphasis on the legal framework governing the sector. After the presentation, a Q&A session followed in which students had the opportunity to deepen their understanding about the sector, further enquire about the system put-in place and clarify issues at stake.

LEAD AUDITOR ON ENVIRONMENTAL MANAGEMENT SYSTEMS
Within the framework of the ‘Oil for Development’ program funded by the Norwegian Government, the Lebanese Petroleum Administration organized a specialized training course on ISO14001:2015 Lead Auditor on Environmental Management Systems.
The training course was delivered by the international certification body, DNV GL, and was held in Crowne Plaza Hotel, Beirut from December 5 – 9, 2016. The course aimed to build capacities and enhance the knowledge of the Lebanese Petroleum Administration as well as the ministries of Environment and Labor in auditing.
The course focused on the auditing procedures, role of audit and how to do an audit in addition to environmental management systems including aspect definition and risk and opportunities analysis as well as detailed explanation of the ISO14001 standard and the difference between the 2015 and 2004 versions.
In this regard, the LPA wishes to congratulate all participants who successfully finished the course.

STRENGTHENING TRANSPARENCY IN THE OIL AND GAS SECTOR
The LPA took active participation in a conference organized by the Lebanese Forces Party on Wednesday October 26. The purpose of the conference was to introduce the draft law, which aims to promote transparency in the oil and gas sector, that the Party’s Parliamentarian Block and MP Joseph Maalouf developed.

BASRA OIL, GAS AND INFRASTRUCTURE CONFERENCE 2016
Lebanon hosted and supported the Basra Oil, Gas and Infrastructure Conference that took place on the 24th and 25th of October 2016 in Beirut.
In this context, Lebanese Minister of Energy and Water H.E. Arthur Nazarian delivered a welcome address during the session tackling the international vision for the development of Basra; while the LPA’s Chairman Mr. Wissam Zahabi took active participation in a session addressing natural gas resources, investment opportunities and partnerships.

THE NATIONAL OIL SPILL CONTINGENCY PLAN FOR SPILLS IN THE LEBANESE WATERS - TRAINING AND DRILL
The National Oil Spill Contingency Plan for Spills in the Lebanese Waters (NOSCP) was launched on the 10th of October 2016 in Movenpick Hotel in Beirut. The plan was prepared over the last year by the Lebanese Petroleum Administration and the ‘Sustainable Oil and Gas Development in Lebanon project “SODEL” in close cooperation with ministries, governmental and non-governmental organizations as well as regional and international entities.Read More.

ONS 2016 CONFERENCE
The Lebanese Minister of Energy and Water, H.E. Arthur Nazarian and the LPA Chairman Wissam Zahabi attended the Munich Security Conference Summit on energy security in Stavanger- Norway, which led the way to the ONS 2016 Conference. The ONS Conference is the largest oil and gas conference in Europe, it has become an important annual event that brings together world class experts to discuss the latest developments and insights related to the petroleum industry.
Minister Nazarian was joined by members of the LPA in Norway. The delegation visited the Norwegian Petroleum Directorate (NPD) and the Norwegian Petroleum Safety Authority (PSA) offices. The delegation also met with key people in both institutions where, for example, the PSA’s mandate and organization were discussed.

ROUNDTABLE DISCUSSION WITH THE CITIZENS’ MOVEMENT
The LPA recognizes that reaching out to stakeholders involved in the nascent petroleum sector in Lebanon contributes to building a powerful society able to engage in vital discussions in an informed manner. TUNISIAN JOURNALISTS VISIT TO LPA OFFICES
Under the framework of a training programme addressed to Tunisian journalists and provided by the Natural Resource Governance Institute (NRGI), a delegation of Tunisian journalists visited the LPA offices on the 18th of May 2016. The purpose of this visit was to introduce the journalists to the characteristics of the nascent petroleum industry in Lebanon.
Mr. Walid Nasr, Head of the Strategic Planning Department at the LPA, laid out the institutional and legal frameworks governing the prospective petroleum sector, touching on the most recent updates pertinent to the sector.

OIL AND GAS LEBANON’S NATIONAL WEALTH FORUM
On the 26th of May 2016 was held at Ecole Supérieure des Affaires (ESA) in Beirut the Third Forum on Oil and Gas, which was organized by the Front Page Communication and the Forum for National Dialogue. The forum aimed to enlighten academicians, students, policy makers and industry players on the recent developments of the petroleum industry in general, with a focus on Lebanon’s most recent developments.

LPA DELEGATION VISITS UGANDA
As Uganda is an emerging oil and gas producing country, it could serve as a benchmark, among other countries, on how to address the nascent oil and gas sector taking into consideration ways to work around challenges, and means to leverage on opportunities.
In this regard, and within the Oil for Development (OfD) cooperation programme with Norway, a delegation from the LPA visited Uganda from the 9th till the 11th of May 2016.

ROUND TABLE DISCUSSION: “THE ROLE OF A NATIONAL OIL COMPANY IN THE GOVERNANCE OF THE OIL AND GAS SECTOR IN LEBANON”

In this regard, it’s important to critically understand the characteristics, advantages and disadvantages of a National Oil Company (NOC) when developing the nascent petroleum sector in Lebanon.

MINISTRY OF ENERGY AND WATER SIGNS MULTI-CLIENT CONTRACT WITH PGS
The Ministry of Energy and Water and Petroleum Geo-Services (PGS) signed a multi-client contract that serves to analyse and market the data related to the 2D seismic surveys, which were conducted offshore Lebanon between 2008 and 2011.
Based on the contract, the Lebanese State awarded PGS the right to market these surveys to International Oil Companies (IOCs) that wish to invest in Lebanon, especially to companies that were pre-qualified for the first licensing round in Lebanon’s offshore. Nevertheless, the Lebanese State will remain the only owner of the seismic surveys in accordance with applicable laws.
PGS will bear all the costs associated with the analysis and marketing of the seismic surveys on behalf of the Lebanese State.
H.E. Arthur Nazarian – Minister of Energy and Water, represented the Lebanese State during the multi-client contract signature, while Mr. Martin Melhus represented PGS.

MEMORANDUM OF COOPERATION WITH THE ASSOCIATION OF LEBANESE INDUSTRIALISTS
The Lebanese Petroleum Administration (LPA), represented by the Chairman and Head of Economic and Finance Department, Mr. Wissam Zahabi, and the President of the Association of Lebanese Industrialists (the Association), Dr. Fady Gemayel, signed together a Memorandum of Cooperation with the presence of the Minister of Water and Energy, Mr. Arthur Nazarian, the LPA’s Board members, and the members of the association.

STUDENT PROFESSIONAL DEVELOPMENT CONFERENCE (SPDC)
In line with the participatory approach that the LPA adopts with different stakeholders, the Chairman of the LPA – Mr. Wissam Zahabi delivered a presentation at the Student Professional Development Conference (SPDC) which took place at the American University of Beirut. The SPDC is annually organized by The American Society of Mechanical Engineers (ASME) student sections worldwide. It consists of workshops and lectures relevant to mechanical engineering given by professionals in various domains.
In this context, Mr. Wissam Zahabi emphasized that the LPA is exerting all the necessary efforts to successfully develop the prospective Lebanese oil and gas sector in such a way to benefit current and future generations. Additionally, Zahabi described the roles of the LPA in managing the petroleum sector and mapped out the legal and institutional frameworks governing the oil and gas sector in Lebanon.
The conference brought together a number of experts, academics and students interested in learning about the Oil & Gas sector in Lebanon.

The purpose of this forum was to raise awareness on the governance and transparency of the prospective oil and gas sector in Lebanon.

MEETING WITH THE PARLIAMENTARY COMMITTEE OF PUBLIC WORKS, TRANSPORTATION, ENERGY AND WATER TO DISCUSS EITI
The Parliamentarian Committee of Public Works, Transportation, Energy and Water along with the Westminster Foundation for Democracy organized a meeting to discuss the Extractive Industries Transparency Initiative (EITI). Members of the LPA, a number of deputies, members of relevant public institutions and a representative from the World Bank attended the meeting.
The World Bank representative Osman Dimi presented the EITI principles and characteristics; while the LPA’s Chairman Mr. Wissam Zahabi laid out the institutional and legislative frameworks governing the petroleum sector in Lebanon.
Finally, the Committee recommended the Government to make a public announcing stating that Lebanon intends to join the EITI.

As part of the LPA’s participatory approach with stakeholders involved in the oil and gas sector, the Chairman and Head of Economic and Finance Department at the LPA – Mr. Wissam Zahabi, the Head of Quality, Heath, Safety and Environment Department – Mr. Assem Bou Brahim and the Head of the Geology and Geophysics Department – Mr. Wissam Chbat, took active participation in Oil and Gas symposium on the 11th of March, 2016.
The LPA Board members, Presented the latest updates on the Oil and Gas sector, highlighting the recent developments in the Lebanese petroleum sector and the preparations and preparedness of the LPA to start the process of exploration following the re-launching of the first licensing round.
The conference also featured a panel that discussed the various financial, economic, technical and legal related matters that will impact the oil and gas sector in Lebanon.

THE OIL FOR DEVELOPMENT (OfD) PROGRAMME SECOND ANNUAL MEETING
In January 2015 Lebanon has entered into a three-year agreement with Norway’s Oil for Development (OfD) Programme. On the 9th of March 2016 the second OfD annual meeting took place in Beirut and brought together Norwegian and Lebanese counterparts who are actively involved in the programme. The purpose of the second OfD annual meeting was to discuss, assess and overview the progress made during the first year, and to approve the work plan and the budget for the second year.

PROSPECT AND PROPERTY EXPO - APPEX GLOBAL 2016
The Chairman of the Lebanese Petroleum Administration (LPA), Mr. Wissam Zahabi has participated in the APPEX GLOBAL 2016 event that took place in London UK between 1 and 3 March 2016. The conference highlighted the current status of the Oil and Gas Exploration around the world, as well as showcasing prospects & plays from across the globe. Exhibiting companies in the service industry promoted opportunities during the conference. In addition, Mr. Zahabi held meeting with PGS and several International Oil Companies (IOCs) that are showing interest in participating in the Lebanese first offshore licensing round.

CYPRUS LEBANESE BUSINESS FORUM - ST. RAPHAEL RESORT, CYPRUS
The Chairman of the Lebanese Petroleum, Mr. Wissam Zahabi, visited Cyprus on 19 and 20 February 2016 and gave a presentation, as part of the “Cyprus Lebanese Business Forum”, related to the latest update of the oil and gas sector in Lebanon.
Mr. Zahabi had a side meeting with the Cypriot Minister of Energy, Commerce, Industry and Tourism, Mr. Georges Lakkotrypis, and discussed the updates of the oil and gas in both countries.

OIL FOR DEVELOPMENT (OFD) WORKSHOP: ACCOUNTING AND AUDITING FOR OIL AND GAS INDUSTRY
Within the framework of the Oil for Development (OFD) Program for Lebanon, the Lebanese Petroleum Administration (LPA) attended the workshop that was organized by the Ministry of Finance and presented by the Oil Taxation Office (OTO) in Norway on the appropriate Accounting and Auditing mechanism for Oil and Gas industry that meet international standards established. The workshop gives insight into how to monitor Transfer Pricing (TP) issues through using OECD TP Guidelines, in addition to the interpretation of actual OTO Transfer Pricing cases.

A MEMORANDUM OF COOPERATION WITH THE CHAMBER OF COMMERCE, INDUSTRY AND AGRICULTURE IN BEIRUT AND MOUNT LEBANON
The Chairman of the Lebanese Petroleum Administration Wissam Al Zahabi signed a Memorandum of Cooperation with the President of the Federation of Lebanese Chambers and head of Beirut and Mount Lebanon Chamber Mohammad Choucair in the chamber headquarter, with the participation of the Minister of Energy and Water Artur Nazarian.
