The Offshore Petroleum Resources Law
The Offshore Petroleum Resources Law (OPRL) – Law 132 24/8/2010 - applies to petroleum activities within territorial waters and waters of the Exclusive Economic Zone (EEZ) in connection with Hydrocarbons subject to Republic of Lebanon jurisdiction. The OPRL regulates reconnaissance, exclusive petroleum rights and the exploration and production agreement between the Lebanese State and the right holders. According to this law the Lebanese Sate reserves the right to carry out or participate in petroleum activities. The proceeds arising out of petroleum activities shall be placed in a sovereign fund.

The Petroleum Activities Regulations
The Petroleum Activities Regulations (PAR) present the applications decrees for the Offshore Petroleum Resources Law (OPRL) that covers several rules stipulated in the Law. The PAR provides the regulations pursuant to conducting petroleum activities including: the legal representation of the right holder, the management system, the general duties of the operator and the right holder, the strategic environmental assessment, the exploration and production rights, the petroleum production and transportation, the cessation of petroleum activities and decommissioning, and other activities.
The Decree no. 1177/2017 dated August 3, 2017, amended the Decree no. 10289/2013 dated April 30, 2013 (Petroleum Activities Regulations).

Public Access To Information
Since the Lebanese Petroleum Administration is committed to complying with transparency procedures and enhancing public access to information as stipulated in article 7 of Law no. 28 dated 10/2/2017 (The Right of Access to Information), and pursuant to the provisions of article 24-3 of Decree no. 7968/2012 (Petroleum Administration Decree), the LPA is publishing its annual financial reports and the list of contracts related to the provision of technical services signed with international consultants.

Law for the Tax Provisions related to Petroleum Activities in accordance with Law 132
Law number 57/2017 (Tax Provisions related to petroleum activities in accordance to Law 132 dated 24 August 2010) applies on offshore petroleum activities. In this respect, the approval of the petroleum tax law completes the legislative framework governing petroleum activities in Lebanon.
This law specifies the income tax applicable on petroleum activities, and addresses provisions related to the Right Holders Operator’s deficit carry forward occurring in one particular year to subsequent years, the income tax imposed on salaries and wages of employees and laborers working in the oil and gas sector in Lebanon, tax on stamp duties related to the Exploration and Production Agreement, the value added tax, provisions on tax evasion, in addition to custom duties on equipment, machinery and tools used in petroleum activities and exemptions among other provisions.
The petroleum tax law also stipulates the establishment of a wholly owned company by the petroleum Right Holder in Lebanon. Such company is designated as a signing affiliate for the signature of the Exploration and Production Agreement.
